Warning signs you can document without diagnosing the cause

What an onsite evaluation may examine
- Wall type, height, length and geometry.
- Direction and amount of lean, rotation, bowing or settlement.
- Base, footing or toe condition where observable.

- Surface runoff, drains, outlets, seepage and erosion.
- Retained slope and loading above or near the wall.

Repair, drainage correction, stabilization or rebuild?

The goal is not to choose the least invasive option at any cost. It is to understand why the wall moved, what portions can safely remain, how water and soil will be managed, and whether the proposed work fits the actual loading and jurisdiction.
Knoxville's 4-foot permit exemption has an important surcharge exception
Do not reduce that guidance to “under four feet never needs a permit.” The City also states that an exemption from a building permit does not authorize work that violates other provisions, laws or ordinances. The City's Land Development Manual lists a dedicated Retaining Walls policy under Grading and Erosion Controls. Use the current City sources to confirm what applies to the actual property and scope.
What is a surcharge?
In earth-retaining design, a surcharge is additional loading acting on the retained ground beyond the soil itself. A driveway, structure, stored material, traffic or another load near or above a wall can be relevant. Whether a specific condition creates the surcharge that matters for Knoxville's permit rule should be confirmed for the actual project.
Jurisdiction matters. The rule above is City of Knoxville guidance. Do not assume it applies to every address in Knox County, Farragut or another jurisdiction.
Checking contractor licensing in Tennessee
The Tennessee Board for Licensing Contractors currently states that a contractor license is required before contracting, bidding or negotiating a price when the total project cost is $25,000 or more. Project classifications and other requirements can vary, so verify the current public license record and the exact legal entity that will sign the contract.

Does a retaining wall under 4 feet need a building permit in Knoxville?
The City's current Fast Fact says walls not over 4 feet, measured from the bottom of the footing to the top of the wall, are exempt from the cited building-permit requirement unless supporting a surcharge. It also says most projects still require application/review to confirm an exemption.
Does a leaning retaining wall always need replacement?
No. The wall system, movement, base condition, drainage, loading, reinforcement and surrounding site determine whether repair, drainage correction, stabilization, partial reconstruction or full rebuild is feasible.
